Human race bonuses

Hello,

I wanted to ask about the human race bonuses.
They have a bonus at will power ? Everyone have 2 at will powers and humans get to use 3 ? I am missing something here i think.

And i recently started using the DDI cha creator which adds "heroic effort" as an human racial power. Where does this come from ?

Humans have the choice of gaining a 3rd at-will power, or of gaining Heroic Effort as an encounter power. Heroic Effort was introduced in Heroes of the Fallen Lands and Heroes of the Forgotten Kingdoms.

There are two different human powers, one was printed in the essentials books and the one from the PHB.

when creating a character in the Character Builder, if you choose custome character and I believe home campaign it will allow you to change the human racial power.

In the character builder you should be able to choose which one you want on the Race tab (note if you chose to make an essential character I expect you will not have the choice).
 

Heroic Effort (and the Half-elf's alternate racial ability) was introduced in the essentials books because some essentials classes (e.g. the thief) don't get at-will attack powers and that would leave humans in essentials classes with a useless racial ability.

The only post essentials class that doesn't have an additional at-will to choose from is the Vampire. All other post-essentials class types belong to classes with at-will powers, and are permissible with human members of those class-types.

However, those at-will powers are not printed with those class types, and having humans with a racial that requires external sources is bad form. The half-elf has the same reasoning behind its racial power. It's not that they have no options... it that the options they have aren't in that material, so a different version is necessary.

I think its even more basic than that.

While for some builds the extra at-will is very nice, for many others its a complete waste. Giving players the options granted a lot more flexibility to the race.
 

Heroic Effort is also really, really useful. Choosing between it and an extra at-will is actually really difficult. :)

Yeah, I have two humans in my group, and they turn a miss into a hit every single combat. +4 is huge; lots of times, it means you're hitting on a 2 if it's against a low defense.
