It really depends on who you want "in charge" of the ability. My version gives the player full control, while yours puts more control in the DM's hands -- what situation will crop up tomorrow? Will you regret having spent your bonus ranks in an emergency that's unlikely to reccur?

If you & your PCs are more comfortable with DM-driven story, it really doesn't matter much. :) But it will be on your shoulders to make the PC not regret his spending choice too much -- just like a Ranger and his favored enemy choice(s)!
