I need a bad guy

I need a level 20 bad guy. And I mean this guy needs to be bad, baddest of the bad. The epitome of evil.

I would like some help. Any ideas? I would like him to be a character that someone could actually have played and created. I don't want ideas of someone that is just made up, I would like him to abide by all the ECL and prerequisites that may apply.

I would prefer human or someone who could easily get by in human society.

I'll give it some thought and maybe suggest something else later but you could consider the Dread Emperor in the Book of Vile Darkness who is sort of exactly what you are looking for :p

You mentioned characters we had actually played. I'll have to extrapolate a bit because I had to give up on the guy at level 10 for reasons detailed below.

Fighter-5/ Rogue-5/ Blackgaurd-10

He had all the pre-reqs for Blackguard and Hospitalar as well as a nice dollop of Charisma.

I played this guy as a fighter-rogue. The idea was that I was Lawful Neutral. If the party persuaded me to good, I would take the Hospitalar PrC from Defenders of the Faith. If they didn't I would go blackgaurd and drop out of the game because we don't permit evil characters.

The character was a dispossesed nobleman determined to reclaim his barony "at any cost". Another player played my character's "spiritual advisor". He was a CN druid and the character didn't realize that by encouraging me with messages of strength, he was actually driving me over the edge.

The character had a lot of Diplomacy and Intimidate skill from the Rogue levels. I didn't take any traditional rogue skills except for the 5 ranks of Hide that you kind of have to take if, um, you ever become a blackguard. Ever see what you can do with a +13 in intimidate? Basically anything with less than three hit dice does whatever you say. Muah-hah-hah. But he typically used the Diplomacy and the rest of the party (except the druid who was in on it) never knew of his darker side.

I used to have an awesome duelist character.
He was rog4/ftr6/duelist10.

I belive he had 164 hps.
EQ:Ring of prot +5, +3 frost keen rapier, headband of int +6, 2 gloves of storing(1 holding rapier, the other holding a wand of silence), brooch of shielding, vest of resistance +3, wings of flying, boots of speed, bag of holding(4), bracers of armour +6, a hidden +3 returning dagger in right arm sheath, 3 potions of cure critical those are the main things (i'm at work), wand l-bolt oops elt of giant str

Str:20 Dex:23 Con:16 Int:24 Wis:12 Cha:14
(including all boosts)

Movement:35

Feats:dodge, mobility, spring attack, ambidexterity, iron will, weapon focus (rapier), weapon spec (rapier), weapon finesse (rapier), improved crit (rapier), arterial strike, dash, combat reflexes, expertise, deflect arrows, evasion, uncanny dodge, precise strike +3d6, sneak attack +2d6, improved mobility, improved parry) all the feats from duelist

AC:34/35(49/50) (note that he would use expertise to fight defensively giving +15 ac due to improved parry ability of duelist) along with dodge and would move around all the time in combat as he had spring attack and more +ac's from mobility etc for when moving.

Attack: +28/23/18/13 12-10/x2 +10 +1d6 frost +3d6 precise strike +2d6 sneak

Saves: I forget them cause im' at work but he had like +19 or so ref from duelist +thief+vest and depended on evasion. He had good fort from fighter and used iron will + vest for a decent (11 or 13 will save I believe)

SKills: he maxed out hide/move silent/tumble/escape artist/use magic device. He had disable device/bluff/spot/listen/knowledge (history)/balance/ride (horse)/climb/search also (started 1st level as thief)

The way he fought would be basically able to hide well but would approach weaponless (gloves of storing are great) and suddenly have rapier or wand if there are casters. He depended on high ac/spring attacks to keep fighter types from hitting too much and used his high saved/evasion/deflect arrows/brooch/wand of silence to defend against archers/wizards. He could fly to avoid people without the ability and again using defenses to archers he could use a wand to hit with l-bolts after the wizards were taken care of. He depended on his str/spec/thief/precise strike/frost rapier to add a lot of damage per hit.

Overall he could tank well and pretty much fight any class because had had good defense and offense.

Well, for pure despicable evil, Pal10/Blackguard10 is often the best approach. It represents someone who possibly reached the pinnacle of possible goodness without extending into things of epic proportions, just to allow themselves to be flushed back down by the powers of the 9 hells/abyss. Give him a suit of armor fashioned from the bones of his former comrades-in-arms (also paladins) and a cape made from the flayed skin of a celestial, and you've got yourself the baddest mutha since shaft.
 

I think the most evil you can go is just a straight Wizard 20 Diabolist, especially with some BoVD supplementation.

Maybe with a Fallen Paladin/Blackguard cohort.

Mmm, the evil. :D

Want a big nasty? I have the worst creature alive!

Level 17 (Bard 7, Dream Dancer 5, Soul Catcher 5) Female Vampire

The PrCs are from the Quintessential Bard and they are the nastiess I have ever seen. I do not have the abilities in front of me, but I can tell you a few:

DC 37 (will) for the following abilities:

1d4 temporary Con drain

or

1d6 wisdom drain, if wisdom falls to 0, then character is dominated until wisdom returns to positive.

or

Lure: Must stand within 5 feet of vampire for 1 hour

There are more and just as nasty. My level 12 party is about to encounter her. She will not kill them, just have fun having them fulfill her whim.

I'm so mean.
