This is kind of tricky - the campaign is set up so that the PCs will have the choice to go after any one of the seven veils first. They might pick Orange first, or leave it until last, or not. The game starts at 6th level so that's the minimum and my plan is to make some harder then others (the hardest being the Red Veil - that's in a Dragon Hoard and I think will be around EL 14 or maybe even 16).
So to answer your question, I don't know! My initial thoughts were around 8th to 10th level.

Before I came to read this thread I did a little Monster Manual browsing and I found a neat little gem in the MMII called the reason stealer. That, and some of the suggestions here have led to this idea:
The PCs learn that the Veil is in the hands of an Alchemist who lives in large town "X". They can learn that he is a bit disreputable but otherwise runs a normal apothecary. When they go there however, what they find is his body. The veil is gone of course.
From here, the clues lead into a back-alley hunt. It turns out, the man was working with dangerous molds/oozes/fungus at the request of some ne'er-do-wells but accidentally fell victim to his own creation/test subject; the reason stealer.
So now there is an ooze out there that thinks it is the alchemist and it is quite confused - perhaps to the point where it has mistakenly blamed the "bad guys" for his horrible condition and is after them.. or maybe that group comes after the PCs while they search for the ooze.. or something.
I figure the reason stealer has taken the veil with it.
I like the reason stealer idea because such a creature has access to the skills, feats, and spells of its latest victims, which means I can use a lot of what people wrote here on PrCs and the like.

Maybe the players need to find the correct mix of bases to neutralize the acid pool .Maybe the goal is not to cross it, but to dive into it and retrieve an item. If you're willing to go there, consider that the players use different avenues to cross the pool. The acid mixing thing is then your way out if they don't have access to the right spells.
This is too cool not to use, consider it yoinked.
