Level Up (A5E) I need help with prestige

We are currently switching from 5e to Level Up in my campaign and they just hit 5th level (tier 2). Switching to the new system, I understand how prestige is gained and what the base prestige is based on tier, but I don't understand how the narrator determines prestige for a given town/region. In the current town, their home base, they have a 3 prestige rating (2 base + 1 assigned by me for rescuing the town). Now the problem, what are the region tier ratings and how do I determine what to assign them based on distance or other factors? The blog link on the 5e page about tier region ratings is not working.

Regions are discussed in the chapter on exploration and journeys. Every Region of the world has a type and tier. Regions that we publish will tell you what they are; Regions of your own making, it's up to you. So you might decide that the enchanted wood is a tier 2 Feywood. The tiers correspond to the standard 5E adventuring tiers.

I did see the chapter about exploration and journey and understand the region/ tier for creating appropriate encounters. Lets say the town they are in is their prestige center and is a tier 1 rolling grasslands. Across the world map is another tier 1 rolling grasslands, would the DC be 12 + 3 (x3 due to distance) = 15? I also do not see how the capital got a tier 2 rating. That is also tripping me up.

Next, I purchased the softcover of the Gazette and it was roughly $3.50 before shipping. I understand this was so low because you are not taking a cut, in the future, will you be offering the Gazette as a POD and can you give a rough estimate of the cost before shipping?

One last thing, I want to give a rating on Drivethru, but while I can download the file from My Library, when I try to leave a rating I am told to buy the product and am unable to review. (5* by the way!)

Yep! See, you understand it just fine!

I also do not see how the capital got a tier 2 rating. That is also tripping me up.

The person who created the world (the Narrator, or an adventure writer) decided that the capital was a tier 2 region.
