Precisely. A lot of DMs make this mistake because they want to tell stories. Only that's what the players do. My advice: get the other players together, figure out what you like and don't like about the game, and then let him know - both bad and good. I'm guessing he really wants to DM, so your taking his place may not be the best solution. It is also interesting to note that he hates me playing drow, but the first PC I saw him play was a drow sorceror.
