ECL grants gold. Else noone would takem. Racial benefits are nice and sometimes worth the loss of levels and especially HITDICE!!!

Add loss of gold to that and nooone does it. Equipment means to much, especially at high levels to most classes.

Okay, I've got another question:

What is the best way to give experience?

I was thinking roleplaying XP per week and the normal XP for battles.

xp for combat...but if you feel that after a good amount of time 1 week, 3 days, or whenever a 'goal' is accomplished then award it out. I would do it by 'goals' and/or time based to be honest. At point X then award XP.

"All Drow" are not necessarily in PC classes. Wealth for a Drow Commoner (EL 1) wouldn't be 900 gp, and a Warrior (EL 2?) wouldn't be 2700. A Level 1 Fighter Drow would be EL 2, probably, and have the appropriate wealth.

That is only if you want to have some special abilities, or if you want use books which aren't on the allow list.

A normal character can suffice with a small bio, although I think a bio is very important for a lvl 10 character, because when starting at level 10 you've missed a lot of character development.
but 200 words will be moe than enough, and that is typed up very quickly. This post is 87 words allready, without your quote.
