Well, let's say you want to imprison immortals? Sorcerers able to cheat death? Maybe a prison with anti magic devices could be an usage. For others, prisons for 50+ years is worse than a quick death.
What would be fun for a high level adventure is transporting some BIG BAD to the prison. Lots of potential shenanigans on the road as minions, allies and rivals of the bad guy try and disrupt the transport.

I was just thinking that getting NPCs to this far northern location from throughout the Lords Alliance cities would require a specialized (or multiple specialized) group and equipment for transport. A group very much like a higher level PC party...

I'll soon have a high level party emerging from Avernus without much to keep them out of trouble. Perhaps I can find them some work...

It's accessible via ship, so at least part of the journey is relatively straightforward.
 

It being so far away from major cities is probably one of the reasons it was built - they are dumping dangerous and/or politically inconvenient prisoners somewhere far away from anywhere important. It's very much like Devil's Island was for France.
