Try instead of a chaotic evil (we're thugs and might makes right) a lawful evil. Their still (evil) adventurers, but their in a tyrannic government where politicians rule the day and theirs always someone more powerful then they are (or have more contacts)
 

I'm in the middle of an evil homebrew campaign for my players.

They're students of a black academy, and are destined to help out in the great invasion of the Beast (big bad with demons and devils under it's control).
The Beast wants to totally destroy the churches of some gods that have betrayed him.

The enemy are the followers of these gods, and it's both good and evil gods.
I definatly plan to use some of the creatures I've never been able before because they were good. Eladrins, treants, blink dogs, lammasu....and plenty of paladins and rangers.
But evil guys like necromacerpriests and evil warriors are also still useable.

I think it's important not to let the party go rampage on it's own though. I've placed them in a strict hierarchie. And their homebase is lawful evil, there's no room for random plundering.

Another thing you want to avoid is in-party fighting. Getting killed by a partymember isn't fun (especially not if in-party-killing is starting to get the main cause of death). I solved this by letting the higher-ups judge the party as a whole, and emphasize that the whole is better than the sum of the parts.

I think that if you place an evil party in an otherwise good setting, without taking precautions, you can really be in trouble.
 

The best evil campaign I ever heard about was a small party that had strong reasons for doing the thing they were doing.

It featured a ChaoticEvil dwarf following a cult that had a profecy of a world destoyer, one who would release the old gods and destroy the world. He was fanatic in following that cult. then there was a fighter/cleric elf who WAS that destroyer!! destined to destroy the world and as he was a child of the god of chaos he was planning on doing so. The last character was a demonologist, who wanted the old gods freed from their prison so he needed to assist the destroyer.

It was very intence roleplaying. All to release the Chtulhu into the world.

I think they succeeded.

Try to giv eyour party a common goal. THe common enemy always works. But another common goal could be fun (particulary if they slowly start to find out that they are the ones proficiesed about).
 

Since you are thinking of setting your campaign in Kalamar, why not do something with Karasta, in the Ka'Asa mountains. The dwarves of Karasta are in servitude to Duke Satira Mokira anyway. What if the duke hired your PCs to harvest body parts to make dwarf-flesh golems to act as enforcers in the mines?

The only thing I worry about it Chaotic Evil players. In my experience they spoil the fun for everyone else. Who would travel with an unpredictible psychopath?! I love lawful evil players. Sort of like Dr.Doom! They can have a lot of qualities that you respect in a person (loyalty, honesty, etc etc) but they are just bad.. maybe something that happened to them earlier in life or whatever. Neutral evil is easy to justify too.. they want whats best for them.

Watch your party start thinking the game isn't very fun and your session crumbling if player starts murdering babies and raping.

chaotic evil is ok so long as they realize lawfull evil is in charge.

In our last game of evil my necromancer (wiz - necro 5/cleric of velsharoon 5) was in charge. the chaotic members of the party accepted this (basically because I was the ONLY spellcaster) and every so often I would "unleashthe dogs of war" after I was sure I was out of the path of distruction. the forsaker chaffed a bit but we managed.:rolleyes:
 

First define what evil is, then discuss with players what they want to do as evil players, what are their goals?

Ideas for games...
Kidnapping - standard fare
Stop the good guys - hey, they want that item? So do we!
Pick up the taxes - someone has to.
Run the farmers off their land - road coming in, or a strip mine.
Lower properity values - as above but in a city, mug a few people, set fire to a few places.
Kill the prince - oh, he is a goody goody and will be an issue but his brother is easy to work with.
Need slaves - nuff said.
Effect value of stocks and food - burn down farms, silos, hi-jack trade carts, sink a few ships.
 

Assasination, extortian, theft.

You can have all kindsa fun.

It also give s great oppertunity to try out assasin and other evil PrC's. A blighter would be very good in relocating farmers.
