If item creation didn't use Xp, what should it use?

There could just be a finite cap on how many items you can make per feat based on character level. Scribe Scroll entitles a first level character to make X 0th level scrolls and Y 1st levels ones. Then next level the totals increase.

I never really like exotic components like monster parts. It's bad enough that adventurers are accountants, no need to make them taxidermists as well.

For most magic items in my game, I allow the wizard to purchase the stuff at curio and antique shops. Let's face it - there's a market for this stuff. The wizard hasn't crafted anything crazy. I've kept it fairly mundane thus far - platinum rods, specific gems, various herbs. These things are fairly easy to come by.

If the wizard wants to craft something really exotic, that's when I'll require a strange component.

I also would never allow a wizard to create an artifact. Those are produced via "accidents" and can't be created under normal circumstances.
