If you are to make a Dwarf in heavy armor with a Halberd at Heroic Tier

It's only a -1 to hit.

And DWT -still- makes up for it, in heroic tier anyways.
Exactly. -1 to hit kind of sucks, but Halberd with DWT is still certainly viable. Probably the best polearm option a Dwarf has, since we don't have any Reach croquet mallets, yet. ;)

You know, you wouldn't usually buy a 20 for most classes. Dwarf Fighter/Dwarf Paladin (with racials):

Yeah. Their stats are fine for what you want.

Yep, those are fine stats.

IMHO, Str 16 / Con 16 / Wis 16 is also fine, particularly for a Fighter.

Likewise, I can really get behind the triple 16 fighter build. One of the most effective fighters I've ever seen in play used it.
 

-1 the proficiency, -1 the lack of STR bonus = -2 ;)
This is also true, but to be fair, most Dwarf fighters don't go for swords, anyway, so the +1 proficiency bonus wouldn't usually be there. DWT does give free Craghammer, Mordencrad, and Executioner's Axe availaility, after all. Only heavy blade weapon I can picture most of them giving the time of day would be a Khopesh, which has its uses, like maintaining flavor as a Swordmage.
 

And that -1 is only for other fighters, the generic +1 to hit fighters get means that dwarven fighter with a +2 prof halberd is about as likely to hit as the dwarf. . .anything else (aside from rogue) with a +3 weapon.

Accuracy is not a huge problem for this guy.

The Devoted Challenge feat from MP makes dwarves the very best class for fighters[1], since they get their wisdom bonus when enforcing their mark. That makes their lack of a strength bonus irrelevant to doing what a fighter is meant to do: make the opposition pay for ignoring your mark. Unfortunately, the Polearm Master feature Longarm Grasp does not get the benefit from Devoted Challenge. Also, if you're wielding a two-handed weapon, you won't get a shield bonus for your AC and Reflex defenses.

You might also consider playing a FightbrainBattlemind from PHB3, since Con is their main attack stat and one of the class features uses Wis as a rider.

[1] Assuming you're playing a fighter to defend specifically with the Combat Challenge class feature.
