As far as I can tell, no, you don't (same with Repeat Spell).

A Metamagic version of a spell uses the same components as the base spell, unless otherwise stated (as with Still or Silent Spell).

For example, an Extended Stoneskin still uses 250gp of diamond dust, despite lasting twice as long. A Quickened True Seeing uses 250gp of ointment, just like a normal True Seeing.

You're only casting (say) Planar Ally once; it's the Repeat Spell feat that causes it to occur again. As far as I can tell, you'd only pay the XP cost of the base spell.

I'm not entirely sure what the effect of a Repeat Permanency would be - unlike Twin Spell, which specifies that all decisions about the spell are identical to both copies (making a Twin Permanency somewhat pointless), Repeat Spell doesn't necessarily bar having the spell behave in slightly different fashion between the two copies affecting one target. That one could get wonky with XP costs, since the spell has a variable cost.

Hmm.... what would make a particularly grand Twinned spell? With the (+4?) spell level adjustment, for the most part, that means 5th or below. But wouldn't a Twinned Simulcrula (11th level spell slot, sadly) of yourself (and your Familiar - or better, have the Simulcrulas Summon their own - much less expensive) just be fun? Everyone runs Disguise Self all the time, keep everyone Mind Blanked, and good luck figuring out who's who. Also handy for Crafting (hey, they get feats, they just can't learn.... hmm... Simulcrula Artificers..... is the Craft Reserve of a 10th level Artificer > 1,000 xp?).
 


I've never had it occur, but I'm of the view that you pay XP twice: consider as an extreme a Twinned Wish. If you don't pay XP twice, you're essentially getting a Wish for free. Similarly the caster will need double the amount of expendable components.

The twinned wish being a 13th level spell though, once character can cast epic spells like that- i'm fine giving em a wish for free now and then.
