Illumians Power Sigil

I'm running a campaign and someone wants to to be an Illumian race "Races of Destiny" and the class they are looking at was a Binder class from "Tome of Magic".

Questions: How many power sigils can they obtain? Is it 2 max, or does the player get another each time a class hits 2nd level?

Power Sigil "Vaul": +1 bonus on Charisma checks and Charisma based-skill checks.
What is considered a Charisma check?

The Binder class does a Binding check which is (1d20+effective binder level + Cha modifier). Is this consider a Charisma check since it uses Charisma modifier?

No; it says "Charisma based skill checks." That is a level check.

Two only.

The original version of the Illumian gained (IIRC) more sigils as they leveled up, but with a Level Adjustment of +1 or +2. (It's on the Wizards web archives somewhere as a preview, I think.) In editing, they didn't do a thorough-enough job of removing the multiple-sigil references.
