Imbue arrow and the 10' wall

Ok im kinda in a hurry so i hope i will try and make as much as much sense as possible. with the imbue arrow feat, if a 9 ftr 1st level wiz 5 AA uses a minor ring of storing to imbue an arrow with a 3rd lvl fireball spell, what is the DC for reflex save? When the arrow is fired can it target a specifc creature and then explode from there doing fire damage as well as arrow damage to that creature? If you jump down from a 10' wall is that just one move action and is there a dmg accesed at the end? What kind of attack do elder hawks have and if known there hps? Can you attack from a 10' wall with a bow and is there any penalty or bonus applied? will phase arrow go through a wind wall?

Thanks for your help i apologize for cramming some many questions in one message but i am heading out to dj a wedding i was just told about and didnt have time to get the question neatly placed in a proper message. thanks again.

Based on my own understandings...

Ref save on the fireball: 14 (10 + 3(spell level) +1 (minimum stat needed to cast is 13 = +1))

Regarding arrow & fire damage: yes. You hit a person with an arrow, they get hurt. Regardless of whether the arrow then explodes in a fireball.

Jumping down 10' is part of normal movement. So, if you can move 30' you can jump down 10' then move another 20'. If you succeed at a DC 15 jump check you can treat a fall as 10' less for purposes of calculating falling damage if you intentionally jumped (see jump skill).

I don't see why you wouldn't be able to attack from atop a 10' wall. I don't think that doing so adds any penalties/bonuses -- other than the possibility of the extra height increasing your range enough to move into another range increment.

Regarding phase arrow & wind wall: I don't think so. Phase arrow allows an arrow to pass through any non-magical barriers. Certainly doesn't seem to stop it from getting blown, or batted, off course.
