(Improved) Disarm... Strength?

When making opposed attack rolls with the disarm action, do you apply your Strength modifier to the attack roll? Is you have Weapon Finesse, can you apply Dex instead?

Since its an attack rule, you can use weapon finnesee if you have it and are using a weapon appropriate for it as both the disarmer, and the person defending.
