Improved/Reactive Counterspell and Universal School

Question,

When you are using the Improved/Reactive counterspell feats to counter a spell, you are able to use any spell of at least one level higher that comes from the same school as the target spell.

My question is this, what do spells from the universal school count as? The PHB says that they belong to no particular school, so does that mean that these spells can not be countered via these feats, can be countered with another universal spell of one level higher, or can be countered by a spell of any school of one level higher?

Lim wish

Wish
and cantrips?
and possibly some cleric spells but im not gonna take the time ot look em up

well throw out wish unless your epic , and your left with :

permancy has a casting time fo two rounds, you might be able to counter this spell in other fashions

if lim wish is being used to duplicate a spell effect i would count it as from the school the effect is from for countering purposes.

symbol your just out of luck on, personally i would allow miracle,wish and disjunction to autocounter it

and i woudl allow universal spells to counter other universal spells
