Improved Turning and Phylactery of Undead Turning

No clue. What are they and where are they from? Are they named bonuses? f so, that should be al you need to know. If the names are the same they don't stack except for a few possible exceptions (mainly circumstance, since I doubt that dodge applies 
).
Likewise, if one is a feat and the other is an item whose prereq was the feat, I would rule that they don't stack, but the RAW would probably support the opposite interpretation, unless the item specifically states that it grants the feat.

I have a question about those, actually. I've never used either of them (but I think I'm planning on it soon), so I wanted a clarification. Are the extra effective levels counted for purposes of Destroying/Controlling rather than Turning/Rebuking? For example, if you're 6th level and have a Phylactery of Undead Turning (which lets you Turn as if you were 10th level), would you be able to Destroy a Zombie with 5 HD, or do the extra effective levels only for purposes of Turning Checks and Turning Damage?

Unless it says otherwise, its your effective turning level that determines whether something can be destroyed or not by a turn attempt.
