Not by default. Its an option. But it shouldn't be worked into the fabric of the game in the way dnd does with PC and NPC classses.
I suppose, the way I see it, if the PC are al faster, stronger, smarter tougher, generally all round better, then it make what they do less heroic. Extraordinary people should be able to do extraordinary things. But an ordinary person doing extraordinary things, well it is far more heroic I think. Of course, doing so means the PC's go further, learn more and become better at what they do than most. So they become better, but don't necessarily start out signifantly so.
