So, the question is, what is it's Level Adjust/ECL?

I tried comparing it to the Succubus, but since the Succubus can fly, I wasn't pleased with the comparison. I looked at several other options, and I think it should be a +4 level adjust total, making it an 8th-level ECL.

I played this number conservatively, but this is for a campaign where nearly every player will be playing a monster with a level-adjust, so I feel obligated to try to match them. Please let me know what you think, and thank you for your time.

A +4 LA is my best guess estimate too. There are more goodies overall than in templates with a comparable level adjustment. Outsider racial Hit Dice actually aren't that bad; compared to a Fighter, you lose feats but gain a boatload of skill points. But the physical ability bonuses and defenses won't completely offset the loss of 4 Hit Dice to keep the character up to par as a frontline fighter. The character will also lack the diversity that 8 class levels of Beguiler or Sorcerer would confer. The powers of deception and manipulation added to good melee potential provide more depth, but its more overlapping than additive, like adding nonassociated class levels to a monster. All-in-all, +4 LA seems a fair-ish compromise.

The quick answer is that it's a male version of a succubus. IIRC, the Dragon mag version above was written by EN World's own BOZ and Shade.
