Another thing that sprouted after IC (or rather, in One Year Later) is the Freedom of Power Act: metahumans cannot act outside their country of origin, unless permission is granted by the country they wish to enter. This turned Hal Jordan into a worldwide criminal (because the entire space sector is his jurisdiction, human laws be damned! :) ).

Meh. If I want to read about governments stupidly antagonizing the guys who provide the planet with pro bono protection, I'll read Marvel.

I mean, really, Darkseid launches an assault on Europe, and the EU is going to object to getting help from whoever offers it?
 

No, they'd have the Global Guardians react first, then request aid from other countries' super-teams ASAP. There's just more paperwork involved now, I guess.

Besides, no super-villains in the DCU attack anything other than major American cities, anyway.

Wait- so Hal is a wanted man again? Yeesh- that guy can't cut a break. At least he's not evil anymore...

Freedom of Power Treaty
Due to the new Freedom of Power Treaty, superheroes are registered and only have authority in their own country. It illegalizes American meta-human activity in the countries that adopted it and is international law. Having broken the treaty numerous times, Hal Jordan is considered a criminal by most of the world.

The treaty was brokered by parties unknown at this time. Signatories to the treaty are similarly undisclosed as yet. Only Rocket Reds (Russia) and Green Lantern Hal Jordan (United States) are metahumans confirmed (Green Lantern #10, 2006) at this time. The Outsiders are operating illegally because the organization is underground with all current members presumed dead.


It seems the DC world is entering a superhuman arms race of sorts, with Russia pushing forward the Rocket Reds and China will debut its superteam in the pages of 52 (iirc).
 

I really do not understand the wholesale slaughter of the Teen Titans.

With the cartoon ending, this would be the perfect time to try to draw that audience over to the comic. But if they did check out the comic, they saw some very brutal deaths of characters they were just introduced to.

Not a great way to improve sales.
