Would you allow an Inherent Bonus to BAB?
I'm particularly thinking about the effects of multiclassing at non-Epic levels on entry to Epic prestige classes. Consider an Epic prestige class with an entry requirement of BAB +23. If the character took full BAB progression from 1-20, he still needs to be L25 without spending Epic feats. However, the character may well have multiclassed or taken a non-epic prestige class or two with a medium BAB progression, and at 20th level have a BAB of only +15 or so. That means they couldn't enter the Epic prestige class until L35! I'm aware that there are Epic feats to mitigate this, but allowing an Inherent Bonus to BAB seems a more sensible way.
Iterative attacks would still work off the base BAB, of course.
