rnd 1 - The wisard, who has initiative, readies an action to cast a spell on anyone who tries to cast a spell. Later in that round a hag appears and his strength drops from 12 to 9.

rnd 2 - The wisard wants to cast a spell at the hag. When he cancels his ready action does he retain his original initiative score?.

Yes. If a readied action does not occur, your initiative goes back to what it would have been on the next round.
