@doctorbadwolf To be clear even with the Barrier of Steel Technique such characters do not get the measure of immunity that you see in that video unless its epic characters fighting a paragon army or perhaps if it had some extra benefit when blocking the attacks of swarms double the amount of damage reduction?

Yeah honestly I think in Epic you can probably get away with full immunity to ranged weapon attacks for a round or two if you wanna.

At the point of adding something it will be akin to two magic items rather than one .. so you might go for broke... perhaps you grant cover to allies as well (which in a skill challenge could be extended as above)

Looking at 5e with so much of its damage boosting occurring because of multi-attacking the same mechanic damage resistance which works reliably well would not at all be appropriate... perhaps disadvantage on ranged attacks and a plentiful supply of temp hit points only vs ranged attack might be a 5e analog.
