I'm pretty sure haste can't apply to spiritual weapon... just from a targeting perspective, haste applies to creatures, not spell effects or dancing weapons.
I don't see anything in spiritual weapon that would give it ANY bonus you normally gain when making a normal attack. It uses your BAB + Wisdom to attack (ignoring Weapon Focus, for example).
I think there's some mis-reading going on here. If you'd like to direct the rules guy here, we could help dissect his reasoning (and perhaps understand what he was going for and/or correct his mis-reading).
