Carrion looks down into the smoking remains of the building with horror.

"What did they do? What did WE do?"

Carrion leaps down from the top of the building he was on, quickly gliding over to the rubble. Using his immense strength, he starts grabbing slabs of cement and steel, tossing them aside as he looks for survivors.
 

Highbrow groans along with the other wounded. But seems like he may be trying to sit up.

OOC: Not going to spend for Unstunning himself. I will wait the round and then use Luck Control to spend an HP for an immediate recovery for himself and any bystanders around him.
 

"Whoa! That is totally bogus!" Griff shakes off the fatigue and flies down to start moving debris to find victims.

OOC: Highbrow has Area Effect

Area: Your Luck Control effect works equally on all targets in
the affected area. You spend only one hero point, although
the subjects are each affected individually. You must apply the
same effect to all subjects at once.

And Selective

Selective Attack: This extra, applied to Area Luck Control,
allows you to choose who in the area of affect is or is not
affected by it.

Since Highbrow is no longer affecting a target (Himself or Others) but an Area and he is in the Area he can affect himself no?
 

(OOC: I'm pretty sure he has to pay for the +1 Affects Others as I'm reading it. Specifically, Luck Control's Area extra is already a special case because it is applicable differently than the normal Area

By the way, because of taking Flaw: Free Action, you couldn't have forced that reroll on the sniper anyway--if it isn't a reaction, it happens only during your turn. I sort of don't like using Luck Control to do what is basically an area "Heal" for the party during combat, but since these are civilians who use the minions rule, I will definitelyallow Highbrow to heal everyone this time--he can recover them all :))
