Only for a Wizard. Play Human, picking up the first armor feat and action surge. Now you've got AC 17 and a +3 to hit either once/day or once/2 combats, great for area effects. Your other stats don't matter so much for a low level game. Make your other good score Con for hp and Fort defense, put whatever's left in wisdom, though class already gives good Will bonus. Take the staff implement for another +1 AC, and a nice general use ability per encounter. All your attacks are based on int, and the ones that use wis aren't too painful to avoid. This is probably the only class where dumping 20 in one stat is a good idea, and even then, not if you want a wand or orb wizard, and not if you plan to reach whatever level (11 or 21?) that lets you take the feat to make all your save-generating spells add a -2 to the saves (since you need some cha for it). But in general, 4E's modifiers are so tight, every little +1 makes a huge difference, so evne if it isn't wise to drop a 20 for any other class, it's equally foolish to put less than an 18 in the primary stat, unless you like missing a lot.
