Does an Elf get a bonus on the saving throw against beeing charmed or not?

Yes, a Charm effect is a subcategory of Enchantment, and therefore elves are more resistant to harpy song.

Technically, calling it a "mind-affecting" Charm is redundant, since all Enchantments are mind-affecting by definition. Guess they just wanted to make sure that everyone remembered that, in case it comes up...
