Is Fey Step really the best racial power?

I don't know about powerful, but I know that for some reason I don't like fey step. I saw a suggestion on here somewhere to replace it with the eladrin's choice of a Wizard cantrip, and that's what I'm going with. They still have the option to take fey step - tentatively I've set it so they can take it in place of a class encounter power at 7th level (or replace an existing encounter power later on).

I've heard people say it is. But in my opinion, I'd rather have Elven Accuracy any day of the week. Fey Step is certainly valuable, but I don't think it's nearly as valuable as greatly upping your chances to hit with your daily powers.
Elven Accuracy =/= greatly increasing chances.

Elven Accuracy gets better the lower your original roll is. If you roll an 11, the chances of a worse roll coming out of Elven Accuracy become greater than those of a better roll.

But of all the core powers, Second Chance is better.

It's a tough call but I think the best are the ones attack powers such as Elven Accurancy, Dragon Breath or the extra At Will that Humans receive. In fact, the extra At Will really enforces the idea that humans are master specialists. Attack powers are easiest to use because you're calling the shots. It also makes them more appealing.

The Eladrin movement is nice but there are so many times that you could just stroll away or delay, then move. It requires a specific situation to present itself to really shine.

What? That doesn't make any sense. Another at-will power = more options without increased potency = less specialized.

Plus it's a totally crap ability for most classes. :( At least Action Surge is pretty cool.

I disagree. Humans got screwed too, except the ones playing wizards. :( Also tieflings, except the ones playing feylocks and wizards maybe.
The real Tiefling racial power is the ability to get +1 to hit with Flame Weapons for the cost of a Feat. And the human bonus Feat is amazing for Rogues, who have tons of Feats that can increase their damage output.

Well you wont be using it when you hit so the range of where its a somewhat high roll and a miss is kind of small. Generally the highest roll you will probably need and this would be rare is a 14.(I am not accounting for purposefully weak characters)

That 11 will hit most of the time, so basically the vast majority of times you will be using it, you do have a greater chance at a better roll. It might not be a massive thing in all cases but considering how low of a roll you will normally need to hit its roughly turning your chance to hit into a 75% chance instead of 50% chance and that seems to me like greatly increasing it.

Overall my group gives a big thumbs up to Dragonborn's (minion killer), Eladrin (our wizard gets out of sticky situations almost every encounter), Dwarf (moreso the minor second wind every encounter than the lack of movement), Elf (every encounter)...the Tiefling one though... hasn't seen but one or two uses where it even close to mattered. Maybe the Resist 5 will balance... but i'm thinking about giving a tiefling feat for free...

All of the racial powers require specific circumstances, although some are useful more often than others. If your elf doesn't miss with any of his dailies, you may end up saving your reroll for nothing.

I don't think there have been any fights where my eladrin fighter hasn't used her fey step. I can use it to go "through" a line of enemies or other obstructions to reach the enemy I need to reach, retreat to safety when low on hp, escape from enemy grapple, get into a good flanking position (when a shift wouldn't be enough), ignore difficult terrain...

And I've used it just as often outside of combat to skip a climbing check or jump check or to simply get faster and easier from place to place.

You can also use fey step to go over pits and crevasses or move from one hiding place to another - it opens up a lot of possibilities.

I still think the elven reroll is more "powerful", but I wouldn't trade fey step for any other of the racial powers. (Although I also really like Eladrin Education, but I get that, too.)
