Is my halfling an outsider?

In the campaign I play in, I have a halfling that originally comes from the Outlands. He's a standard, 3e halfling in all (other) respects.

Is my halfling an outsider? The only definition that I can find in the SRD for 'outsider' is
Outsider: An outsider is a nonelemental creature that comes from another dimension, reality, or plane
from the Creature Overview section. According to that definition, it seems that my halfling is indeed considered to be an outsider.

This has many ramifications, with one big one that has occurred to me several times in recent gaming sessions - he can't be raised, resurrected or true resurrected.

Opinions? On the resurrection front, would my halfling no longer be an outsider if the cleric attempting the resurrection went to the Outlands to perform the ritual?

According to 2nd ed. Planescape, the halflings who live on Limbo don't count as Planars because they haven't lived there for sufficient generations. But eventually, their descendants would be "planar halflings".

So, no, I don't think your halfling is an outsider.
 



In Unapproachable East the Star Elves are Humanoid but count as Extraplaner. This is how you could deal with the halfling since he is not an Outsider (by type) you could make him an Extraplaner Humanoid . Kind the inverse of a Native Outside. Dismiss and Banishment would send him back to the Outlands.
 


Definitely Extraplanar (as in on a plane other than he was born on). But still a humanoid.

So he can be dismissed, banished etc.
 

Resurrection and Raise Dead do not work on Outsiders. Wish does, I think.

In the Manual of the Planes there is a spell that raises outsiders (as the raise dead spell) called Revive Outsider. There is nothing to revive outsiders that die from death effects though.

Edit: Except the aforementioned Wish.

But given that the hafling is a humanoid, it's not a problem.
