D&D 4E Is Retraining Powers Part of Core 4e?

I don't think there will be craft items feats. Rituals will handle the magic item creation.

Power swapping certainly makes sense , though, and it keep sthe number of abilities at hand reasonable. Anyone know if rituals are "utility" powers, or something else entirely?
Something else entirely.

Rituals are non-combat powers.

Utility Powers are non-attack powers.
