Is the Character on the Players Handbook Cover Draconic?

It means that stupid non-prime material races will definitely be in the PHB and WotC cannot change its mind at this point.

The editor responsible for D&D in Brazil said that the PHB cover shown so far won't necessarily be the final one. My bet is that they might replace the two-tieflings one with the green dragon one.

I hope so. I would love to see a Sorcerer/warlock class in which you can choose different abilities based on your heritage, whether it be fiendish, draconic, or whatever.

That would be unfortunate, because the Dungeon Masters Guide, with the red dragon looking through his orb at those two characters from the Players Handbook, would lose some of its impact.

What impact? That scene isn't really book cover-worthy, specially for a Wayne Reynolds scene (think of his Tiamat, his Eberron covers, his fight against the Tarrasque, etc).
