Ah, someone misled you with sloppy terminology, because it's a psionic power, not a spell.

Yeah, it's a handful of spells from Deities and Demigods that was added to the SRD (true creation is another popular one). It's technically 3.0, but I don't think the revised version changed much.
It was not added to the SRD. It was added to someone's version of the SRD, but not "the" SRD.
This is something I have troubles with. People creating their own document/site/etc. and calling it the SRD. There is only 1 SRD and that is the one that WotC posts (see below link).
People like to add information they have found listed as OGC and insert it into their SRD. The problem happens because they must rewrite it to place it into the document and it gives the "impression" that it has the blessing of WotC (which the SRD does) - which it may or may not have.

And Deities and Demigods contains no OGC material - per the front page.

The link on d20srd.com seems to be from the Creation domain. Where has that been published?

Take a closer look at that link you provided. Scroll down until you see "Divine Domains and Spells." Click on that. It'll download an .rtf that includes (among other things) the genesis spell.
Deities and Demigods itself contains no open content, just as the Player's Handbook contains no content, but all of the "Divine" material in the SRD originally appeared in Deities.

I "looked" through that file (assuming that is where it would have been located), but it didn't "advance" past the list of spells (i.e., it never let me "see" the last couple of pages with the actual spells.
