Is the SRD dog too powerful for a familiar?

I wouldn't say that the standard dog is too powerful for a familiar. However, it is slightly more powerful than other familiars, plus its ability to track well by scent makes it a useful companion. Because of this, I wouldn't allow it to grant the master any special benefit (like a skill bonus or saving throw bonus as most of the others grant).
