Is there a feat to make Use Magic device a class skill?

The only one I can find is Able Learner from Races of Destiny. 1st level only, available to Humans and Dopplegangers, makes all skills in-class. I'm sure I saw one somewhere that allowed you to choose any skill to become in-class and gave you a +2 bonus. It musn't be WotC. Maybe the Mongoose or Green Ronin feat compendiums.

You are correct. There was a feat called Cosmopolitan that would allow you to choose a cross-class skill to become in-class. It was altered for the Player's Guide to Faerun (3.5) to give +2 to Bluff, Gather Information, and Sense Motive.

Here's the weird thing though. The original feat allowed the character to gain one non-exclusive class skill. By 3.0 rules Use Magic Device is exclusive to Bards and Rogues.

This is all purely semantic. Tell your GM you want to have Use Magic Device as a class skill and you'll pay a feat for the ability. If you are the GM... well, I think you know what to do.

I think Able Learner allows you to buy cross rank skills on a one for one basis as opposed to normal where you have pay 2 for 1. Even with Able Learner you are limited to the normal cross ranks maximum based on your level.
