There's no difference between the max skill ranks in the first set or the second set.

The maximum, however, is 7 ranks in anything, not ten, because LA does not count. He's a 4th-level character for almost all purposes other than experience (for which he counts as a 7th-level character).

Thus, his max ranks are 4 + 3 = 7.
