Is there a medium +2 Dex race with no ECL?

Wood Elves have Ranger as their favored class according to FRCS errata.

They are ECL+0 and get a +2 Str and +2 Dex bonus with a -2 Con, Int and Cha penalty.

Kalamar has a 1/2 Hobgoblin that is +2 Dex -2 Wis, -2 Chr with Ftr as its Favored Class.

Besides the stat adjustments, what abilities/negatives to hobgoblins get?

In all of the expansions and Dragon Mags etc, are there any races that meet the following criteria:

+2 or better Dex
Medium sized
Favored Class: Fighter or Ranger
ECL +0

The only one that I've found is the erratta'ed Wood Elf from FRCS, but that is so, well, "elven". Monster-ish races are ok here (I'm playing a kobold presently .

There is also a matching one in the MM:

Aquatic Elf (medium)
Dex +2
Int -2
F.C. Fighter
ECL +0

Hobgoblin is your best bet. I support them as ECL +0 as they stand-- they get even less for special abilities than the Half-Orc. Hobgoblins are about balanced against the core PHB races.

What are the special abilities? What are the drawbacks?

I seem to remember that hobgoblins have some daylight penalties. but I could be mistaken.
