In the Venetian book it's a career exploit for the Venetian Counselor. I guess it's up to you if you want to make it Universal in your game.

But, if you prefer a skill, the list is open-ended. You are free to add a skill called hyperacuity, or keenness, or strong-minded, or whatever you choose to call it, to the Developmental Skills list. Then inform the players creating psionic characters to add those skill dice pool to PSI and WIL dice pools when rolling for psionic energy points.
