Is there an official LA+0 Drow?

Depends what you mean by official. Kingdoms of Kalamar is officially D&D, and has ECL +0 Drow. I suppose you could yoink them with ease, if you like what you see.

How about playing a PHB elf with stark white hair, midnight black skin, and the Drow weapon proficiencies? Why go to all the trouble to look for an "official" source? Just play a differently colored elf...

That would be my suggestion, too.

You have to, actually. They're required.

An ECL race that's been broken down into a by-level progression has to be completed before you can go on to other things. You can't just stop half way through and go do other stuff.

In the case of that article, actually not; it gives you an ECL 0 version of the race; you then can take the two extra levels... or not.

I thought about that, but that would be a little *too* vanilla. I still want something that is a drow in spirit, and I like the fact that the offiicial ECL 0 version has little touches like darkvision and dancing lights but nothing else at Level 1 to make it overpowered. And like many, if there's an official version that fits the bill I'd like to defer to that. Anything can be house-ruled, but I find that its more fun and creative to try and assemble my ideal character from the limited tools in the "official" box.
