Is this a bug in the CB

I was advancing my Rogue/Daggermaster/Prison of the Winds character from level 24 to level 25. When I did the level 23 encounter power became unselected (it was there with a line through it and it doesn't show up in the power cards).

Is this a bug or is there a rule I am missing?

It has something to do with the Whirlwind Sneak Attack feat.

I select the feat and the power it works with
I then level up the character.
I go to the class choices screen so I can choose which power I want the feat to apply to at this new level.
I choose a power
I then go to the powers screen and whatever power I choose is lined out as if it was replaced.

So this is definitely a bug.
