Is this feat broken?

I found this feat in an OGL source. Would you allow it in your campaign. Would you tweak it at all?



Swarmshape (General)

Prereq: Wildshape or the ability to cast polymorph self
Benefit: You may become a swarm of Tiny or smaller creatures. The amount of said creatures is your HD divided by the animals HD.

All creatures are in constant mental contact, and controlled by you. HP is destributed evenly thoughout all the animals. Killing the animals does not kill you unless all are dead.

You cannot return to your original shape unless all surviving animals are within 5 feet of each other. Normal restrictions to Polymorph Self and Wild Shape apply.

I guess would do that:

Swarmshape (General)

Prereq: Wildshape only.

Benefit: You may become a swarm of small insects. The amount of said creatures is one per your hit-points. Each creature slain and you lose 1 hit-point. All creatures are in constant mental contact, and controlled by you.

Special: When returning to your original shape only those surviving insects that are within 5 feet of each other are taken into account for the number of hit-points you have left. Normal restrictions to Wild Shape apply; but unlike normal Wild Shape you don't regain hit-points.
 

I think it's a bit powerful... for anyone not a Druid 11+. A druid using wild shape can't take the form of one tiny creature, let alone a mass of them, until that level. Since this thread is in general d20, I think the prerequisite should reflect this standard of difficulty in whatever d20 source this is being used it. I'm not sure how to word that prerequisite however - maybe 'Wildshape: Tiny' would work; that way, if you're using a progression that differs from the wildshape progression in the standard druid, the character can take the feat at whatever point they attain the ability to become a tiny animal.
