ECL 15. Riiight. That's just silly and you know it.

Other than that this seems legal enough. And it's not overpowered.
 

Here's somethin' to ponder -- could a Druid 5/Shifter 7 turn themself into a Half-Dragon version of themself? Could a Druid 5/Shifter 9 turn himself into a Half-Celestial or Half-Fiend version of themselves? Could a Druid 5/Shifter 8 turn themselves into a Vampire? A NE Druid 11/Shifter 8 turn themself into a Lich?
 

Some DMs disallow Templates completely for Shifters. Once your past that fact ...

I wouldn't let Shifters mix and match Templates. Just because they know what a Half-Dragon/Ogre looks like, doesn't mean they know what a Half-Dragon/Them looks like.

If they somehow met themselves with a Template, then they could go ahead and shift into it. Otherwise, they'd have to turn into something else that they had met with the Template.
 

I am fairly certain it is stated that you can never wildshape/polymorph into any sort of templated creature. Base creatures only. Dire isn't a template, so wildshape doesn't break the convention.
