The PHB says at level 30 you have 2 At-Will, 4 Encounter, 4 Daily, 7 Utility spells. I leveled a Warden up to 30 and have only 3 Dailies (level 29, level 25, and level 19), 3 Encounter (27, 23, 17), and 5 Utility. Am I missing something?

Ahhhhhh, the clouds part, the heavens shine, etc., Thanks. It says Paragon Path Utility power. Just... some of the PPs and ED's don't have "powers" per se, so I never made the connection that it is supposed to be 1-to-1. Thanks again.

Every PP has a level 11 encounter power, a level 12 utility power, and a level 20 daily power. I don't know of any that lack these things. Likewise they all have 2 level 11 PP features and a level 16 PP feature.

Likewise with EDs, they all have a level 26 utility power and level 21, 24, and 30 ED features.

This is necessary in order for the PP/ED to fit into the level progression system since powers and features are called out in the level chart in the PHB. Any PP/ED that doesn't fit the pattern isn't designed correctly in accordance with the rules.
 

Not all PPs have 2 level 11 features and one level 16, actually. There are a number (like Self-Forged) that have more. There are also rarely odd PPs like Chameleon that implement the powers in a bit of an odd way (the level 11 encounter power is technically a daily power that grants you use of an encounter power for the day... a little confusing when you first read it).

The basic power progression is always followed AFAIK, but you do have things like Eternal Seeker that technically grant powers as a feature.

Yeah, and oddly enough AFAIK they are all in Eberron too... lol (the oddball PPs that is). Eternal Seeker is of course not really much of an exception, neither is Chameleon, so the pattern really does hold. Honestly I don't know why they insisted on regularizing the gains in PP/ED anyway, it seems like they could be more free-form. I wouldn't actually feel to constrained if I were designing my own.
