Actually, it's not a new feat at all.
It already exists, even in 3.0
It is one of the properties of a human.
(human: you get an extra feat at lvl 1)
Some classes give out this feat with restrictions:
Fighter bonus feat, wizard metamagic feats.
Some classes give out this feat with extreme restrictions and/or dispensations:
Monk bonus feats
So, nothing new, just giving something already present in the game a name.
(and yes, taking this feat as one of your standard feats is indeed rather pointless)

Really, this feat is kind of useless. You get alot of feats, then what? You take up WAY too much time looking through your feats going, " Okay, the orc just punched me, so what can I do?" And the DM is like, " IDK
