Is this possible?

The character casts the desired spell and then follows it with the permanency spell. The character cannot cast these spells on other creatures. This application of permanency can be dispelled only by a caster of greater level than the character was when the character cast the spell.

Like I said though, the higher caster level thing only applies to spells you place upon yourself. They made it harder to get rid of those. Also, your spell wouldn't even be suppressed (accidentally let a house rule slip in there :o). Effectively, a spellcaster can only have a chance at success if they are higher level than you were at the time. Otherwise, they simply can't dispel it at all.
