Yes, but is seems someone forgot to add that User Group to your account. (My account has it and I don't have this problem.)

Its worth noting that the op is a moderator. Perhaps it has something to do with moderator settings?

This I'm willing to bet. As I'm staff and I have the message when logged in as well.

Perhaps script needs to be enabled or written to turn off this message when moderators and staff log in.
