Under feats in the PHB it talks of item crafting. In the section item cost it talks of scrolls and potions and it says the formula for calculating price is caster level x spell level x gp. So where does one get the caster level? I assume the spell level is the spell level of the item.

THe caster level is the level of the caster. you can make the caster level lower then your level, but you still need to be able to cast the spell. THe spell level is the level of the spell in question.
For instance an 8th level cleric could lower his caster level to 1 for a cure light wounds spell, but only to 3 for a cure moderate wounds spell since he needs to be at least 3rd level to cast Cure Moderate Wounds.

So a 10th level wizard scribing a scroll of fireball can decide to scribe it as a 5th level fireball (minimum to cast the spell), or a 10th level fireball (his own caster level), or anything in between.
In the first case it would 5 x 3 x 25gp
In the second case it would be 10 x 3 x 25 gp

A 6th-level wizard wants to make a scroll of detect magic. He wants to make it inexpensive, so he scribes it on 1st level. Cost: 1/2 * 1 * 25 = 12.5 gp
He wants to make a scroll of magic missile and wants 3 bolts. He scribes it on 5th level.
Cost: 1 * 5 * 25 = 125 gp.
He wants to make a scroll of fireball. He puts it on the highest level possible.
Cost: 3 * 6 * 25 = 450 gp.
He wants a scroll of magic missile, but can't afford 125 gp. He makes a 2-bolt scoll (third level).
Cost: 1 * 3 * 25 = 75 gp.
