Item Creation and Metamagic Rods

I'm wondering if it's possible to use a Metamagic Rod to boost a spell when creating an item with a stored spell.

For instance, my 6th level Wizard has a Lesser Metamagic Rod of Extend Spell, and he's creating a scroll of Rope Trick. Would it be possible to write the scroll with a use from the Metamagic Rod to extend the spell to 12 hours? And if so, how would the caster level/spell level be adjusted within the scroll, as a Metamagic Rod does not actually increase the spell level the spell it's used with.

For that matter, how do Sudden Metamagic feats work with creating scrolls/potions/wands, in regards to spell an caster level?

When creating a magic item of any kind you never actually cast the spells. They are simply used up.

Thus neither Sudden Metamagic or the Rods apply. Also you do not expend the material components for the spell either (although they are added to the creation cost for potions, staffs, wands, and scrolls).
 

My ruling?

No. A Rod of X changes what happens when you cast a spell. When creating items, you are not actually casting the spell. Rather, you are taking the spell energy and doing something with it over the course of 8 hours.

Additionally, sudden metamagic feats have no effect when creating potions, scrolls, wands, or any other magic items.
 

Item cost and such is always adjudicated from the actual spell.

A maximized cure serious wounds is a 6th level spell for this purpose, regardless of whether you have inhaled incense of meditation, got the Sudden Maximize feat, are a high level Incantatrix with Arcane Disciple and the Healing Domain, or just happen to have the Maximize Spell feat in this regard.
