Item Creation - Mixed Caster Levels

How does it work out, if I want to create an item with two completely different abilities of which one has Caster Level 3 and the other Caster Level 10 (just one random example)?

Do I need to scale the first power up to Caster Level 10?
Or does the item have Caster Level 10 for all but using the first ability (then 3)?

Any idea?

I don't see why you can't have an item that offers spell A at caster level 5, and Spell B at caster level 7. or whatever caster levels you want them to be.

It's up to the DM, but I'd recommend against it.
(a) None of the DMG core items have anything but a single caster level.
(b) It simplifies bookkeeping to have just a single caster level (per core items).
(c) For the best example of multi-power items, staffs, it is in fact dictated that (DMG p. 246) "The caster level of all spells in a staff must be the same".
