Dont have the books either, but if i remember correctly its

3/day 4x7x1800/5x3 spell lvl x caster lvl x 1800 / 5 per charge x 3 charges a day or 30240gp for 3 charges at 7min per charge. you want more minutes raise the 7 in the above equation.

continuous would be 4x7x2000x2 spell lvl x caster lvl x 2000 x duration multiplier or 112kgp

I'm not sure that's right.

The base is spell level times caster level.

The multiplier from there is x1800 for standard activation, or x2000 for use activation.

That creates an item with 5 uses per day, or continuous. Reducing the number of uses reduces the cost to n/5 times the cost, where "n" is the number of uses.

Not sure where the "x2" previously cited for continuous use came from. I don't recall seeing it in the books.

Costs can also be reduced by placing other limits on it, such as class restrictions, level restrictions, race restrictions, "doesn't work in direct sunlight", or "only works over water". The exact reduction from such limitations is up to you DM, but should never exceed 30% no matter what or how many limits or restrictions you place on it. Further, the caster/creator must be able to meet the restrictions of the item.

2000 is also for a continuous item, like invisibility. andd you have to apply a multiplier on continuous items like x4 for spells measured in rds, x2 forminutes x1.5 for 10 minutes per level etc dont think ive heard any limitations of 5 per day. yes if you want limited charges, they base it on 5 per day. but nothing ive seen/read specifically says if you pay the full cost you only get 5 per day. use activation simply means you take an action to activate as opposed to a command word

If a continuous item has an effect based on a spell with a duration measured in rounds, multiply the cost by 4. If the duration of the spell is 1 minute/level, multiply the cost by 2, and if the duration is 10 minutes/level, multiply the cost by 1.5. If the spell has a 24-hour duration or greater, divide the cost in half.

if alignment restricted "good only"
must have exalted feat, any, to use
is 3/day cheaper than 5/day?
and is above price of 112k correct for always on?
is the -30% to cost max a house rule for you or is this RAW?

2nd part
looking to protect my self from touch attacks, including ranged if possible, is there a magical that does this already in books? or any that could be made, suggestions?

RAW:
Item Requires Skill to Use

Some items require a specific skill to get them to function. This factor should reduce the cost about 10%.
Item Requires Specific Class or Alignment to Use

Even more restrictive than requiring a skill, this limitation cuts the cost by 30%.

As a house rule we will allow just about any restriction and based on that restriction give a deduction on cost..Like we have race based restrictions as well. Keep in mind, if you have a restriction when you goto resell if you do, the restriction is still there.

As for your other question, offhand the only thing I can think of right now is Protection from Normal arrows which gives you DR10/Magic against ranged attackes.
