Well actually, if you want to get that one reverse enginneered, it was not really bumped way up. You have only one real way to do it, and that doesn't really involve a discount but a judgement call as with many items I've played around with reverse engineering just to see how they got a price for something I thought was too powerful. This is one of this bad judgement calls in my opinion as the ring is very powerful if you really look at it.

Basically:
2nd level spell with 1 minute/level duration cast at 3rd level. By the SRD 3.5 creation rules, that gives you either of the following totals:

2*3*2000*2 = 24,000gp (that 2nd level * 3rd level caster *2000 for use activated continuous, * 2 for a spell with a 1 min/lvl duration)
This would mean they bump the price down by 16.7% for some unknown reason.

Now the judgement call to lower the price is strange for an item that gives you 3 minutes of invisibility each time you activate it, which you can do over and over again all day long. If anything, this ring should cost more than 20000gp or even 24000gp.

Now if you want to question item creation involving discounts then reverse engineer the items that actually fall into one of the 2 cases that the discount comes into play with.. Skill or Class to use... not some other item anyone can use, that will never show a discount and only causes confusion, which helps you believe the way you believe.. which btw is not the way the rules are written to work. But in your campaign as with all of us in our campaign, you are free to house rule it any way you like, but if you want to go by the rules as written, then all you have to do is read.

Why thank you for that bit of condescension, but the RAW supports my reading every bit as much as it does yours.
